Decline a request
The card leaves the board and the report it came from is declined in Median. Nobody is messaged, the same as declining on Signal. Only a card still in the Requests column; past that, deleting it is the way off.

401 | The bearer token is missing, revoked, or expired. |
404 | Not one of yours, or not there at all. |
409 | It already exists, or it was already settled. |
429 | Too many requests. Wait the seconds in Retry-After. Limits depend on the plan. See rate limits. |
