Sync tool endpoints
Re-reads every endpoint's manifest now, so a tool that just deployed shows up without waiting for the route to be opened. The reads happen after this answers.

200 | How many endpoints were asked. |
401 | The bearer token is missing, revoked, or expired. |
429 | Too many requests. Wait the seconds in Retry-After. Limits depend on the plan. See rate limits. |
